Mr. Burleigh has served as President and CEO since Surge’s inception in May 2015. Mr. Burleigh has ~36 years of experience in the oil and gas industry. Previous to Surge, Mr. Burleigh was the Senior Vice President of Strategy and Treasury at Midstates Petroleum, where he worked from December 2009 to December 2014. Mr. Burleigh spent the majority of his career at ConocoPhillips, and held various finance and strategy management positions both domestically and internationally over a 28 year career there.
Mr. Webb joined Surge Energy as COO in May 2015. Mr. Webb has ~36 years of domestic and international oil and gas experience. Prior to joining Surge, Mr. Webb was Vice President East Region at Denbury Resources, a position he held for three years. Preceding that, Mr. Webb held various management, engineering and operating positions during his 31 year tenure at ConocoPhillips, most recently serving as Vice President of Operations at ConocoPhillips Indonesia. Mr. Webb received his BS in Petroleum Engineering from Louisiana Tech University.
Mr. Welch became CFO of Surge Energy in August 2015 and previously served as the Controller since the company’s inception. He brings 25 years of oil and gas experience to the organization. Prior to joining Surge, Mr. Welch was the Marketing & Treasury Director of Midstates Petroleum, where he worked from 2010 to 2015. Prior to Midstates, Mr. Welch spent 20 years in various domestic and international finance positions at ConocoPhillips, with roles across the value chain in Upstream, Downstream, Marketing, and Accounting.
Mr. Guan joined Surge Energy as the Chief Business Development Officer in December 2018. He has 20+ years of experience in the petroleum industry, most recently serving as Chairman of Star Energy International Corporation (SEIC). Prior to SEIC, Mr. Guan spent almost 10 years with Statoil holding various roles including President of Statoil Technology Services Ltd in Beijing, Global Strategy Manager in London, and Business Development Project Manager in Stavanger. He began his career in the industry as a Geologist for CNPC in China and later worked as a Reservoir Engineer for Chevron in Houston. Mr. Guan received a BE degree in Petrophysics and an MS degree in Geology from China Petroleum University. He also received an MS degree in Petroleum Engineering from Texas A&M University and an MBA degree from Rice University. He moved to US in 2000 and became a US citizen in 2012.
Mr. Fleming joined Surge in August 2015 and has filled several management roles including Drilling & Completions Manager and was promoted to VP of Operations in Sept 2017. Mr. Fleming has over 36 years of domestic oil and gas experience. Prior to Surge, Mr. Fleming was Vice President/Managing Partner for Enduro Resource Partners for 3 years. Mr. Fleming also managed drilling and completion operations for Energen Corporation for several years. Mr. Fleming spent the majority of his career with Occidental Petroleum Corporation, holding various operational management positions spanning a 26 year tenure with the company.
Mr. Bowser joined Surge Energy October 2016 and assumed duties as VP September 2017. Prior to joining Surge, Mr. Bowser had 31 years of domestic and international oil and gas experience with ConocoPhillips and has provided technical leadership for significant field development in San Juan Basin, Dubai, and Permian Basin.
Mrs. Conway joined Surge Energy as Controller in August 2015. Prior to Surge, Mrs. Conway spent four years as the Director of Financial Reporting for Midstates Petroleum Company. Mrs. Conway has ten years of public accounting experience with Deloitte & Touche LLP, where she last served as a Senior Audit Manager. She also spent one year with Opportune as a manager working with various clients on initial public offerings and other complex accounting projects.
Mr. Rau became GM Business Services in September 2017 and has served in prior roles as Asset Manager for both the Moss Creek and Hoople assets, and most recently as Engineering Manager. Prior to joining Surge, Mr. Rau worked at Midstates Petroleum Company from 2010 to 2015, most recently serving as the Vice President of Strategic Planning. Prior to working at Midstates, Mr. Rau worked in various finance and planning roles at ConocoPhillips from 2001 to 2010. Mr. Rau started his career as a Production Engineer at Dow Chemical in Plaquemine, LA where he worked from 1995 to 2001.
Mr. Mosa joined Surge in July 2015 as the Director of Human Resources. He has 20 years of human resources experience, most recently serving as Director of Human Resources at Midstates Petroleum. Mr. Mosa received his Masters in Human Resources Management from Houston Baptist University.
Mr. Guidry joined Surge in May 2016 as Director of Planning and Economics. Prior to joining Surge, Mr. Guidry worked for Indigo Minerals from 2014 to 2016, serving as Director, Finance and Planning. Prior to Indigo, Mr. Guidry worked at Midstates Petroleum Company from 2012 to 2014 serving in multiple finance and strategic planning roles. Mr. Guidry started his career at ConocoPhillips in 2004 and held various planning, finance and accounting positions during the 8 years he was there.
Mr. Harper joined Surge in June of 2018. He is a Health, Safety, Environmental and Regulatory (HSER) professional with 28 years of experience in oil & gas domestic, international, onshore, and offshore operations. Prior to joining Surge, he worked at EP Energy as the HSER Director from 2014 to 2018. Mr. Harper also worked for BP in various HSER roles and leadership positions from 1998 to 2014 and as an industry consultant from 1991 to 1998. Mr. Harper holds a BS in Business Management and Administration and is a Certified Safety Professional. He is a member of the American Society of Safety Professionals and has served in various trade associations.
Mr. Smith joined Surge in October 2018 bringing ~36 years of experience to the company. Prior to joining Surge, Mr Smith worked at Castleton Commodities International (CCI), LLC from June 2013 to September 2018 where he developed and executed an Assets Information Technology Strategy that positioned the company to achieve strategic growth plans through the acquisition of Upstream, Midstream and Power Generation assets. While at CCI, Mr Smith assumed other senior leadership positions including Information Security, the Project Management Office, Houston Office Facilities and Project Manager for strategic business improvement projects. Prior to this, Mr Smith worked at ConocoPhillips until his retirement in April 2012 as Manager, Global Upstream Information Technology. During his time with ConocoPhillips, he held various corporate and business Information Technology leadership roles domestically and internationally. Mr Smith received his BS in Computer Science from Union College and is a certified leadership and career coach.
